The U.S. Embassy in Montevideo is seeking an individual for employment in country for the position of
Web and Media Assistant (extension of PD Web and Technical Assistant vacancy),
in the Public Diplomacy Section

BASIC FUNCTION OF POSITION

Incumbent will be assisting the Web Manager in maintaining all embassy Internet applications including official website and social media sites by conducting research through various sources, select, edit, draft, prepare and upload material; keeping abreast of current events, embassy program priorities and policy developments to ensure that the embassy website and social media sites reflect the U.S. policy and Mission goals and objectives in Uruguay accurately, professionally and completely. Incumbent will also be required to capture and edit professional quality photographs of official embassy events, visits and activities. In addition to aiding the Web Manager, incumbent will also be acting as an assistant and backup for the Audio Visual Technician. In this capacity, incumbent will be responsible in assisting with the installation, maintenance and operation of various types of audio visual equipment, such as satellite television receivers and associated equipment, television control room consoles, DVD recorders/players and other radio and sound equipment.


QUALIFICATIONS REQUIRED

NOTE: All applicants are instructed to address each selection criterion detailed below with specific and comprehensive information supporting each criteria.

Education: Completion of secondary school is required.

Prior Work Experience: Applicants must have at least one year work experience in web design and operation of audiovisual equipment.

Language Proficiency: Applicants must be bilingual. English: Level IV (fluent); Spanish: Level IV (fluent).

Knowledge (Candidates will be tested in these areas):

Applicants must:
• Have good working knowledge of HyperText Markup Language and be able to create a web document and maintain a website with and without HTML editors.
• Have a basic understanding of scripts such as Java, embedding, file sharing, etc.
• Have a good sound knowledge of new media applications such as Facebook, YouTube, Twitter, Flicker and others.
• Be proficient with DSLR cameras and have a basic knowledge of other digital equipment such as camcorders, audio amplifiers, sound mixers and etc.
• Have good practical knowledge of image editing software such as Adobe Photoshop.
A basic understanding of Adobe Audition and Sound Forge is desirable for this position as well.

Skills and abilities: Applicants must be creative with keen attention to detail and have sound artistic judgment. They must be able to write short narratives and captions in both English and Spanish. Applicants must be able to take well-framed high quality photographs under a variety of challenging conditions. Applicants must be able to communicate effectively and tactfully with the general public and their peers. They must be self-motivated and able to work flexible hours with minimum supervision.


SELECTION PROCESS

U.S. Citizen EFMs and U.S. Veterans will be given preference in hiring over other equally qualified candidates in accordance with current U.S. law and State Department regulations.


ADDITIONAL SELECTION CRITERIA

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Currently employed US Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.
4. Currently employed NORs hired under Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

DEFINITIONS:

1. U.S. Citizen EFM (AEFM): A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:
  - U.S. citizen;
  - Spouse or dependent who is at least age 18;
  - Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a U.S. Foreign Service post or establishment abroad with a USG agency that is under COM authority;
  - Is resident at the sponsoring employee’s or uniformed service member’s post of assignment abroad, approved safe heaven abroad, or alternate safe heaven abroad; and
  - Does not receive a USG annuity or pension based on a career in the U.S. Civil, Foreign, or uniform services.
2. EFM: Family Members at least age 18 listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed to a U.S. Foreign Service post or establishment abroad with a USG agency that is under COM authority who do not meet the definition of AEFM above.
3. Member of Household: A MOH is a person who 1) has accompanied, but is not/not on the travel orders of a U.S. Citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; 3) Resides at post with the sponsoring employee.
4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.
5. Not-Ordinarily-Resident (NOR): Typically NORs are AEFMs and EFMs of FS, GS, and uniform service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
